The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Proposal. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time. 

BRIEF DESCRIPTION OF WORK: The Region is seeking to retain a qualified professional consulting firm (the “Supplier”) to provide engineering services for the collection of pavement condition data including physical attributes, roughness and rutting data, and pavement distress data.  As part of the pavement data collection, the entire right-of-way is required to be video logged using high-definition, geo-referenced video capture. The Supplier shall capture still images from the videos and submit them to the Municipalities.

MANDATORY REQUIREMENT: 

• LASER BASED PROFILER CERTIFICATE:  Certificate from the manufacturer showing that the laser based profiler, or alternatively the Laser Crack Measuring System (LCMS), installed on the DSV conforms to the minimum requirements of an ASTM Class 2 Profilometer Standard / Specification [ASTM Standards, Designation: E 950-E950M-09]. 
• PROOF OF MINIMUM FIVE (5) LASER SENSORS OR LCMS INSTALLED: Proof in a form acceptable to the Region, at its sole discretion, such as a manufacturer certificate or other authoritative document, or authentic photos proving that a minimum of five (5) laser sensors are installed on the digital survey vehicle and all of them will be used in the automated Rutting data collection. Alternatively, proof such as a manufacturer’s certificate indicating that a Laser Crack Measuring System (LCMS) that has equivalent or better ability as compared to the five (5) laser sensors to measure Rutting data is installed on the DSV.
