The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Proposal. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time. 

BRIEF DESCRIPTION OF WORK: This RFP is an invitation by the Region to prospective Proponents to submit Proposals for the design, supply, and installation of a transit yard management system at three (3) garages, as further described in Part A of the RFP Particulars (Appendix A). For complete bid details, refer to the RFP documents.

MANDATORY REQUIREMENT: 

• Mandatory Functional and Non-Functional Requirements

  The proposed YMS solution must meet all Functional and Non-Functional Requirements listed in Appendix E. Each requirement identified in Appendix E is considered essential to the Region’s operations and must be available as part of the Contractor’s Commercial Off-the-Shelf (COTS) YMS solution.

  Any proposed YMS solution that responds “No” to, or fails to meet, one or more mandatory Functional or Non-Functional Requirements, or that proposes non-COTS functionality to satisfy such requirements, will be automatically disqualified from the evaluation process without further consideration, as it does not meet a mandatory requirement of the RFP.
