The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Supplier Qualification. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time. 
 

BRIEF DESCRIPTION OF WORK: The Region is seeking respondents for a competitive roster with nine (9) categories requesting consulting services related to water and wastewater systems and one (1) category requesting well drilling services for groundwater monitoring. Respondents are invited to submit proposals for any and all categories for which they meet the qualifications.

Category 1: Capacity Assessments of WRRFs and SPSs

  • The Project Manager shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 2: Biological Modelling of WRRFs

  • The Project Manager shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 3: Field Studies of WRRF Unit Processes

  • The Project Manager shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 4: Hydrogeologic Modelling Peer Review Services

  • The Professional Engineer or Professional Geoscientist license holder should be in good standing, and legally qualified to practice engineering or geoscience in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 5: Hydrogeologic Peer Review Services

  • The Professional Engineer or Professional Geoscientist license holder should be in good standing, and legally qualified to practice engineering or geoscience in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 6: Hydrogeological and Environmental Consulting Technical Services

  • The Professional Engineer or Professional Geoscientist license holder should be in good standing, and legally qualified to practice engineering or geoscience in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 7: Monitoring Well Drilling Services

Respondents looking to provide Well Drilling Services shall meeting the following technical requirements. Any proposal received from proponents who do not carry the below shall be rejected from further consideration. 

  • Licensed Well Contractor holding a Class 1 well technician license under the Ontario Water Resources Act. Proof of licensing should be provided for each of the following:
  1. Valid Well Contractor License in good standing with the Ministry of Environment, Conservation and Parks
  2. Valid Well Technician License(s) with prescribed class(es) identified for each.
  3. For staff exempt under the Wells Regulation or the Ontario Water Resources Act proof of valid license/certificate of registration under the Professional Engineers Act, Professional Geoscientists Act and/or Ontario Association of Certified Engineering Technicians and Technologists Act

Category 8: Water Hydraulic Modelling

  • The Project Manager and Hydraulic Specialist Lead shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.
  • The Consultant shall have available Autodesk InfoWater (and eventually InfoWater Pro) licenses to conduct hydraulic analyses. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 9: Wastewater Modelling

  • The Project Manager and Hydraulic Specialist Lead shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.
  • The Consultant shall have available a valid Autodesk InfoWorks ICM (and eventually InfoWorks ICM Ultimate ) license to conduct hydraulic analyses. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.

Category 10: Transient Analysis

  • The Project Manager and Hydraulic Specialist Lead shall hold a Professional Engineer license in good standing and be legally qualified to practice engineering in the Province of Ontario. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.
  • The Consultant shall have a valid Bentley Systems Hammer software license available to conduct hydraulic/transient analyses. Any proposal received from proponents who do not carry this license shall be rejected from further consideration.
