The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Prequalifications. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time as established by the Research Council of Canada.

BRIEF DESCRIPTION OF WORK: The Regional Municipality of York (the “Region”) intends to procure the deliverables described in Section A of the RFPQ Particulars (Appendix A) (the “Deliverables”). The Deliverables include, as a component:

1. The coordination of own forces and required subcontractors to complete all temporary and permanent works required for the South Maple Reservoir Upgrades Phase 2 as further described in Section A of the RFP Particulars (Appendix A) (the “General Contractor Deliverables”)
2. Replacement of the waterproofing membrane on the two (2) reservoir cell roofs as further described in Section A of the RFPQ Particulars (Appendix A) (the “Waterproofing Subcontractor Deliverables”)
3. General concrete repair restoration as further described in Section A of the RFPQ Particulars (Appendix A) (the “Reservoir Restoration Subcontractor Deliverables”)

This Request for Prequalification (“RFPQ”) is an invitation by the Region to prospective respondents to qualify for eligibility to:

1. provide the Deliverables in the role of the general contractor; and/or
2. provide the Waterproofing Subcontractor Deliverables in the role of a subcontractor to the general contractor; and/or
3. provide the Reservoir Restoration Subcontractor Deliverables in the role of a subcontractor to the general contractor.

The Region has adopted the following procurement process to procure the Deliverables, including the Waterproofing Subcontractor Deliverables and the Reservoir Restoration Subcontractor Deliverables:

Step 1 – Prequalification of General Contractors and Subcontractors

1. Establish a list of prequalified contractors who are eligible to participate in Step 2 of the process as a general contractor (the “Prequalified General Contractors”)
2. Establish a list of prequalified contractors who are eligible to provide the Waterproofing Subcontractor Deliverables in the role of a subcontractor to the general contractor (the “Prequalified Waterproofing Subcontractors”)
3. Establish a list of prequalified contractors who are eligible to provide the Reservoir RestorationSubcontractor Deliverables in the role of a subcontractor to the general contractor (the “Prequalified Reservoir Restoration Subcontractors”)

Step 2 – Competitive Procurement Process 

Invite the Prequalified General Contractors to participate in a formal procurement process for the provision of the Deliverables, including the Waterproofing Subcontractor Deliverables and the Reservoir Restoration Subcontractor Deliverables. The Prequalified General Contractors will be required to select a:

1. Prequalified Waterproofing Subcontractor to complete the Waterproofing Subcontractor Deliverables.
2. Prequalified Reservoir Restoration Subcontractor to complete the Reservoir Restoration Subcontractor Deliverables.

MANDATORY REQUIREMENT:

• CERTIFICATE OF RECOGNITION (COR™): Any proposals received from proponents who are not Certificate of Recognition (COR™) certified, who have not obtained COR equivalency or who have not submitted a valid Letter of Reciprocity shall be rejected from further consideration.
