This is a Notice of Intended Procurement by the Regional Municipality of York (the "Region") for RFP-647-22 - Design and Implementation of Multi-Channel Communications Network. 

Brief Description of the Procurement: The Region is excited to begin its next journey to ensure its future communication needs are met by retaining a Consultant/Contractor to perform the design and initial implementation work for a Multi-Channel Communication Network. This network is the logical design utilizing the Region’s investments in YorkNet dark fiber and will be an opportunity for the Consultant/Contractor to showcase state of the art design, and solutions that easily support new trends and technologies. 

This procurement will design and complete the initial implementation of a Multi-Channel Communication Network, using fiber optic links designed and implemented by others. The work will include:

• Capturing requirements and creating the overall network design in consultation with Region experts;
• Implement initial portions of the network, with each portion building on the lessons learned from previous portions; and
• Proposing operational models and service record systems for the management and maintenance of the network.

Term of Contract: Approximately five (5) years.

Procurement Method: Request for Proposals (RFP) with negotiations.

Conditions of Participation: There are no specific conditions of participation, but the experience and capabilities of the organization will have significant weight in the selection criteria. Organizations with proven capabilities and experience are encouraged to participate.

Release Date: This procurement is estimated to be released in September 2022 and will be available on the Region’s Bidding Website, Bids&Tenders, which can be accessed via the following link: bids.york.ca.
