BRIEF DESCRIPTION OF WORK:  This Request for Prequalification (“RFPQ”) is an invitation by the Region to prospective respondents for Crack Sealing and Filling at Various Locations across the Region of York to be completed in 2024.The works will include, but are not limited, to the following:

• Crack Sealing (Routed)

• Crack Filling (Unrouted)

• Traffic Management

The Regional Municipality of York (the “Region”) intends to conduct multiple procurements for the deliverables described in Section A of the RFPQ Particulars (Appendix A) (the “Deliverables”) and has adopted the following process for procuring the Deliverables:

Step 1 – Prequalification of Contractors
Establish a list of prequalified contractors who are eligible to participate in Step 2 of the process (the “Qualified Roster”)

Step 2 –Competitive Procurement Processes
Invite the Qualified Roster to participate in future procurement processes for the provision of the Deliverables (“Roster Competitions”)

Invite the Prequalified Consultants to participate in a formal competitive process for the provision of the Deliverables.

MANDATORY REQUIREMENT

• CERTIFICATE OF RECOGNITION (CORTM): Any Bids received from General Contractors who are not CORTM certified, who have not obtained CORTM equivalency or who have not submitted a valid Letter of Reciprocity shall be rejected from further consideration.
