DESCRIPTIONThe main objectives of the Leslie Street Sewage Pumping Station Electrical Service and Substation Upgrades are to:

  • Replace transformers (T1, T2, T3 and T4) to eliminate the risks associated with this old and degrading equipment and the new transformers must comply with local utility and facility electrical requirements.
  • Replace of the ageing 27.6 kV switchgear with a new four-wire wye switchgear
  • Design and build a new substation including concrete pads to match the ultimate station firm capacity of 7,500 L/s to allow for future growth
  • Replace the Motor Control Center (MCC; 600V) to support the existing pump station infrastructure and ensure the ultimate MCC design supports the capacity to expand to 7500L/s. The new MCC’s shall be Smart controller designed MCC’s.  The scope includes a sequencing plan for transition/commissioning of new MCC’s and decommissioning and removal of existing MCC’s. The consultant shall be responsible for the design of any temporary MCC’s and bus work/cabling. Multidisciplinary assessment of spatial requirements within the Electrical room related to the replacement of the MCC lineup and ultimate expansion needs to 7500L/s.
  • Provide full redundancy whereby one transformer (T1 or T2: 27.6kV to 4160V and T3 or T4 4160V to 600V) is able to support all station operations
  • All construction work will need to occur without impacting operation of the facility

The scope of this project includes engineering services for preliminary design, detailed design, permits and approvals, pre-selection of the electrical equipment, tender and award, stakeholder coordination, construction administration and inspection, and warranty inspection.

MEETING:  A non-mandatory Proponents’ Meeting has been scheduled on January 21, 2021 at 10:00 a.m. Eastern Time at Leslie Street Sewage Pumping Station located on 7033 Leslie Street, Thornhill, Ontario. Staff attending the Proponents Information Meeting must wear appropriate personal protective equipment, including CSA certified footwear, vest and hard hat.  As per the COVID-19 regulations.  Proponents must also complete the COVID-19 Contractor’s Screening Form (included as Appendix 5) which is a requirement for all visitors to complete prior to entering a York Region office, facility or site. The completed COVID-19 Contractor Screening form must be submitted electronically to the Region’s Procurement Office representative, identified in Section 2.7 - Communications with the Region, no earlier than 24 hours prior to attending the information meeting.   The number of representatives from each Proponent are limited to a maximum of two (2).
