BRIEF DESCRIPTION OF WORK:  The Regional Municipality of York (the “Region”) is seeking responses from qualified suppliers for the Prequalification of Implementation Vendors with an Enterprise Resource Planning (“ERP”) Solution. The Region is planning to transform its finance and human resources (HR) functions by building on a culture of continuous improvement that will focus on people, processes, and performance. The Region is looking for a future vendor to join us on our journey and bring along:

• a modern integrated ERP Solution,
• their implementation expertise, and
• support services.

This is a Notice of Intended Procurement by the Regional Municipality of York (the "Region") for RFPQ-858-22 - Prequalification of Implementation Partners with an Enterprise Resource Planning (ERP) Solution for the Regional Municipality of York.

Brief Description of the Procurement:  The purpose of this Request for Pre-Qualification (RFPQ) will be to pre-qualify implementation partners who will assist the Region in our Finance and HR business transformation.

One of the Region’s objectives is to enhance our Financial and Human Resources information, optimize processes, drive efficiency, provide business insights and continue to modernize government operations and service delivery to citizens.

The Region is seeking a modern integrated cloud-based Enterprise Resource Planning (ERP) solution. 

The Region requires:  

• The implementation services of an experienced and qualified implementation partner;
• A modern integrated ERP solution which incorporates the creative use of emerging technologies, automation, workflows, and robust functionality that meets the Region’s requirements; and
• ERP support services for the duration of the contract.

The Region has over 7000 employees (including YRP) and operates in a complex multi-departmental environment. Further details will be available in the RFPQ once released.

Term of Contract: This RFPQ will not result in a contract. The estimated term of contract resulting from the subsequent RFP is 5 years with an option to renew.

Procurement Method: Request for Pre-Qualification (RFPQ) followed by a Request for Proposals (RFP) with negotiations. 

Conditions of Participation: None at this time. Additional details will be provided in the RFPQ and RFP.

Release Date: This RFPQ is estimated to be released in October 2022 and will be available on the Region’s Bidding Website, Bids&Tenders, which can be accessed via the following link: bids.york.ca.

All bids submitted in response to the upcoming RFPQ and RFP must be submitted in English.
