The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Prequalifications. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time as established by the Research Council of Canada.

BRIEF DESCRIPTION OF WORK: The Regional Municipality of York (the “Region”) intends to procure the deliverables described in Section A of the RFPQ Particulars (Appendix A) (the “Deliverables”) and has adopted the following process for procuring the Deliverables:

Step 1 – Prequalification of General Contractors

Establish a list of prequalified general contractors who are eligible to participate in Step 2 of the process (the “Prequalified General Contractors”)

Step 2 – Competitive Procurement Process 

Invite the Prequalified General Contractors to participate in a formal competitive process for the provision of the Deliverables

This Request for Prequalifications (“RFPQ”) is an invitation by the Region to prospective respondents to participate in Step 1 of the procurement process outlined above.

York Region plants and maintains landscaped features on Regional road right of ways, including trees, shrubs and perennials in landscaped medians, boulevards and roundabouts. The Region seeks to improve and enhance the establishment and survival of newly planted trees on the Regional road allowances through the removal of existing boulevard soil and replacing it with a high quality engineered growing medium or the partial removal of existing boulevard soil and the incorporation of high quality organic matter at various locations.

MANDATORY REQUIREMENT:

  • CERTIFICATE OF RECOGNITION (COR™): Any proposals received from proponents who are not Certificate of Recognition (COR™) certified, who have not obtained COR equivalency or who have not submitted a valid Letter of Reciprocity shall be rejected from further consideration.
