The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tender. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED.  Bids must be submitted and received by the Region not later than 1:00:00 p.m., local time as established by the Research Council of Canada.

The Regional Municipality of York (Region) owns and operates twenty-nine (29) elevated water storage tanks. As part of the Region’s proactive Water Infrastructure Asset Management Program, the Region conducts condition assessments of its facilities and undertakes recommended upgrades and repairs. As identified through the Region’s Elevated Water Storage Inspection and Condition Assessment Program, the Newmarket East Elevated Tank (ET) requires rehabilitation of the interior and exterior coating systems, antenna mast installation, and upgrades to the structural, health and safety, mechanical, electrical, civil/site and instrumentation and SCADA systems.

The Newmarket East Elevated Tank is located at 221 Harry Walker Parkway South in the Town of Newmarket and services the Newmarket Drinking Water System (DWS). The elevated tank was constructed in 1990 by Landmark Structures and is a composite elevated tank consisting of a reinforced concrete shaft supporting a welded steel storage tank. The ET has a working capacity of approximately 4,000 m3, a top water level of 323.10 meters above sea level and services the Newmarket drinking water system.

The water supply for Newmarket has traditionally been comprised of a combination of local ground water production wells and surface water from Lake Ontario.   Currently the Region owns, operates and maintains in accordance with MECP requirements the following facilities in the Newmarket drinking water system: six (6) ground water production wells at four (4) sites, three (3) above ground storage reservoirs, two (2) pumping stations, four (4) elevated storage tanks and approximately fifteen (15) kilometers of transmission watermains.

The Newmarket drinking water system consists of four (4) primary pressure districts. The Newmarket East ET receives drinking water from the Queensville Wells and the Aurora East Pressure District via the Poppy Lane control valve on Leslie St. in the Town of Newmarket. The Newmarket East ET primarily provides water for the Newmarket East Pressure District (PD), with water also provided to the Newmarket Central Pressure District via pressure reducing valves.

The main objectives of the Newmarket East Elevated Tank Upgrades Project are:

  • To rehabilitate the Newmarket East ET based on the recommendations included in the Condition Assessment Report (Appendix 4) and as identified by the Region’s Operations, Maintenance and Monitoring (OMM) Branch;
  • To upgrade and repair the facility’s structural, mechanical, process, civil/site works and electrical and instrumentation components;
  • To remove and replace the interior and exterior tank coating systems;
  • To improve health and safety systems, including abatement of designated substances; and
  • To extend the service life of the asset.

A Bidders site visit has been scheduled for June 9, 2021 commencing at 9:30 am at 221 Harry Walker Parkway South, Town of Newmarket.

Attendance MUST be confirmed via email to ivy.ho@york.ca  or access will be denied.  Only 1 representative from each prequalified contractor will be permitted.  No questions shall be asked or answered during the site visit.  

1.    On -site COVID-19 Protocol:

•    Site visits at this time are restricted to a maximum of 5 people.
•    If more than 5 people are required to visit the site, it must be done in shifts.
•    Every visitor is to bring and wear a face mask or covering that must be worn at all times while on site.
•    On site visitors must maintain a distance of 2 metres (6 feet) from others.
•    If physical distancing of 2 metres cannot be maintained, eye protection (goggles, face shield or wrap-around safety glasses) must be worn in addition to face masks or coverings.
•    Stay at home if you are not feeling well—even if your symptoms are only mild.
•    Sanitize hands and mobile devices prior to entering the site.
•    Wash your hands thoroughly and often.
•    Practice good respiratory etiquette.
 

2.    Site Safety Protocol:

•    The following Personal Protective Equipment is required to be worn on site at all times:

  • safety helmet, high visibility clothing and protective footwear

Each representative must complete the following online screening form http://york.ca/contractorscreening prior to the site visit. Visitors will be asked to show proof of your COVID-19 screening form and business identification to site staff in order to enter the site.
