The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Proposal. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time. 

BRIEF DESCRIPTION OF WORK: The Region anticipates issuing two (2) tenders for landscape maintenance activities including watering of tree, shrub and perennial median and boulevard planters, roundabouts and/or softscape areas on Regional road right of ways that will be released in late 2026. The proposed work includes some or all of the following:

• The Supplier shall provide maintenance activities of the planted areas (median and/or boulevard planters, planting beds, softscape areas, roundabouts and/or landscaped areas), including litter and debris removal, perennial deadheading, weeding, pruning, cutting back woody and herbaceous plant material, re-application of mulch, cultivating and fertilizing.
• The Supplier will be assigned supplemental and manual watering of trees and manual and surface watering of conifer trees, shrubs and perennials.  
• Maintaining and performing repairs to the low volume / drip centralized irrigation control system managed by Rain Bird irrigation controllers including irrigation system opening, site inspections, system closings and repairs
• Monitoring of the low volume / drip centralized irrigation control system through the Rain Bird IQ software platform for scheduling and addressing system notifications, including alerts and warnings, from the irrigation system.
• The supply, installation, and maintenance of plant material, including wire basket caliper trees, container grown shrubs and/or container grown perennials, within landscaped planters, and/or any other softscape areas within the Regional right-of-way, and other specified areas

MANDATORY REQUIREMENT: 

• IRRIGATION CERTIFICATION: Any submission received from respondents who do not hold an active Irrigation Association Membership and who do not demonstrate that all proposed personnel are Certified Irrigation Contractor in current and good standing shall be rejected from further consideration. 
• WATER TRUCKS: Any submission received from respondents who do not have access to three (3) water trucks capable of holding the water volumes required for the duration of the contract shall be rejected from further consideration.
