The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tender. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. BRIEF DESCRIPTION: The primary intent of the project is to pump-out and clean the chambers if necessary, structurally inspect and assess the chamber construction (concrete), joints, ladders, covers and mechanical equipment to identify defects (e.g. valve leakage, concrete crack and damage), determine an overall chamber condition grade, calculate the estimated remaining useful life of each chamber, and develop a list of recommended infrastructure improvement needs for a 20 year planning horizon. Defects identified during inspection shall be grouped and scoped for delivery under separate capital assignments. The scope of the project includes watermain valve chambers, forcemain valve chambers, pressure sustaining valve chambers, pressure relief valve chambers and meter chambers. Excluded from the scope are specialty chambers such as sewage flume chambers and gravity maintenance holes, and process control (SCADA)/electrical components of meter chambers. Two hundred and twenty-four (224) inspections will be scheduled according to criticality of chambers and conducted through an initial one (1) year term with options to renew for two (2) additional one (1) year terms.
