BRIEF DESCRIPTION OF WORK: This Request for Proposal (RFP) is being issued to retain a consulting engineering firm to provide contract administration, inspection, and materials testing services for the construction of a proposed roundabout at the intersection of York Durham Line (Y.R. 30) and Bloomington Road (Y.R. 40)

MANDATORY REQUIREMENT(S): 

The below mandatory requirements, per staff requirements, shall be met to submit a proposal to this RFP. Any proposals received that do not meet the mandatory technical requirements will be rejected by the Region as non-compliant for failure to meet the mandatory requirement. The Proponent must maintain their license(s)/certification(s) during the term of the Contract.
Project Manager: The Project Manager shall be a Professional Engineer, licensed to practice professional engineering in Ontario. Proof of Certification and/or Designation must be included in the submission
Contract Administrator: The Contract Administrator shall be certified by OACETT as C.E.T and possess the Road Construction Contract Administrator (RCCA) designation. Proof of Certification and/or Designation must be included in the submission or the Contract Administrator shall be a Professional Engineer, licensed to practice professional engineering in Ontario with the appropriate work experience in road construction contract administration. Proof of Certification and/or Designation must be included in the submission
Senior Road Inspector: The Senior Road Inspector shall be certified by OACETT as a C. Tech or C.E.T and possess the Road Construction Senior Inspector (RCSI) designation. Proof of Certification and/or Designation must be included in the submission or the Senior Road Inspector shall be a Professional Engineer, licensed to practice professional engineering in Ontario with the appropriate work experience in road construction. Proof of Certification and/or Designation must be included in the submission
Junior Road Inspector: The Junior Road Inspector shall be certified by OACETT as a C. Tech and possess the Road Construction Junior Inspector (RCJI) designation. Proof of Certification and/or Designation must be included in the submission or the Junior Road Inspector shall be a Professional Engineer, licensed to practice professional engineering in Ontario with the appropriate work experience in road construction. Proof of Certification and/or Designation must be included in the submission
Materials Testing Field Engineer: The Materials Testing Field Engineer shall be a licensed Engineer with PEO who specializes in the fields of pavement engineering, geotechnical engineering and soil investigation.
Field Testing Technician: The Field Testing Technicians shall be a Civil Engineering Technician or Technologist who is a member of the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
Laboratory Technician: The Laboratory Technician shall hold the appropriate certification from the Canadian Council of Independent Laboratories (CCIL) for the material(s) that they are testing.
