BRIEF DESCRIPTION OF WORK – Formerly referred to as the Control Panel, the Remote Operations Centre (ROC) refers to the 24/7 real-time centralized water and wastewater operations monitoring control room where the ROC team remotely manages and operates the Region’s water and wastewater systems with over 170 water and wastewater facilities throughout York Region.    

The ROC provides operational support utilizing SCADA, Computer Works Management System, Automatic Vehicle Location, process alarm monitoring, Standard Operating Procedures and International Standards Organization management system (Intelex), Health and Safety systems, operational dashboards and visualizations, Voice Over Internet Protocol telephone systems and digital radios.  The ROC monitor local news and weather conditions, dispatches staff, initiates alarm response, remotely adjust systems, alarm identification and rationalization, implements Standard Operating Procedures (SOPs) and interim memos, manages communication with internal and external stakeholders, triage and coordination of both emerging and emergency events including response. 

Upgrades to the existing ROC located at 380 Bayview Parkway in the Town of Newmarket are underway, however a new larger, advanced and purpose built ROC is required to meet the current and future operational requirements, growth, demands and to support the Departmental Digital Transformation.  The new ROC space will be located at 145 Harry Walker Parkway in the Town of Newmarket.

Upon the completion of the ROC at 145 Harry Walker Parkway, the ROC at 380 Bayview Parkway will remain an active secondary ROC location.  This secondary ROC will provide an Emergency Operations Centre location, opportunities to pilot new technologies, and operational/SCADA training to new and existing staff.  It will also serve as an operational ‘war room’ for special operational initiates such as large-scale shutdowns as well as a location to demonstrate and share our connective systems and work with local municipal partners and other stakeholders. The SCADA infrastructure currently located adjacent to the 380 Bayview ROC will be maintained to provide redundancy and increase resiliency of the SCADA system.

The main objective of the Harry Walker Parkway Remote Operations Centre is to:
•    Provide a new, purpose-built, centralized remote operations centre for 24/7 real-time monitoring, operation and support for the Region’s water and wastewater operations
