PLEASE NOTE THAT YORK REGION WILL BE CLOSED FROM MONDAY, DECEMBER 24, 2018 UNTIL TUESDAY, JANUARY 1, 2019, REOPENING WEDNESDAY, JANUARY 2, 2019. ANY QUESTIONS RECEIVED DURING THIS PERIOD WILL BE RESPONDED TO WHEN THE OFFICES REOPEN.

BRIEF DESCRIPTION:  The main objectives of the Project are to decommission identified monitoring wells to avoid interference with the YDSS Forcemain Twinning microtunnelling construction. To achieve these objectives, the Design/Driller shall:

• Provide Project and Quality Management services in accordance with the Consultant 
• Retain services of a COR^TM registered/certified licensed Well Drilling Subcontractor to complete the well drilling component of the Work. The Design/Driller will be responsible for coordination and management of the Well Drilling Subcontractor’s work.
• Complete a comprehensive well decommissioning plan for all monitoring wells identified for decommissioning in direct consultation with York Region’s technical staff and in accordance with:

1.  York Region’s Environmental Services Design Guideline Section 24 – Well Abandonment;

2.  Ontario Water Resources Act, R.R.O. 1990, Regulation 903Decommission the identified approximately eighty-four (84) monitoring wells

• Complete all tasks required for the warranty and project close out stage of the project in accordance with consultant Requirements Manual Phase 10 and as it relates to the Ontario Regulation 903 – Wells, R.R.O. 1990
• Provide a Final Report that will summarize all the works and major outcomes completed as part of this project supported by decommissioning records submitted to MECP. 
• If more wells are identified for decommissioning by York Region for any reason, the Design/Driller shall identify the change via Change Management process and complete all steps as referenced in this RFP for well decommissioning. 

Proponents are invited to attend an Information Meeting to be held on January 9, 2019 commencing at 3:00 PM at the 12020 Procurement Board Room, 17250 Yonge Street, Newmarket. Attendance at the Information Meeting is recommended but is not mandatory.

Site Visit Information:
A non-mandatory site visit has been arranged to visit the stream crossings and nearby
wells south of Mulock Drive. Details are below:

All Bids shall be accompanied by an Undertaking to Bond with their Bid for a Performance Bond in an amount equal to 100% of the Estimated Contract Price; and a Labour and Material Payment Bond in an amount equal to 50% of the Estimated Contract Price and in a form acceptable to the Region.
