BRIEF DESCRIPTION OF WORK: This Request for Tenders (the “RFT”) is an invitation by The Regional Municipality of York (the “Region”) to prospective bidders to submit bids for intersection improvements at various locations in the Cities of Vaughan, Richmond Hill and Markham, as further described in Section A of the RFT Particulars (Appendix A) (the “Work”).

The Work includes the following works at the following intersections, as further described in Appendix C – Form of Contract:

• Location A – pedestrian crossover installation at:
  • Highway 7 (Y.R.7) and North Rivermede Road/Center Street in the City of Vaughan
  • Highway 7 (Y.R.7) and Langstaff Road in the City of Vaughan
  • Highway 7 (Y.R.7) and Red Maple Road in the City of Richmond Hill
  • Highway 7 (Y.R.7) and Silver Linden Drive in the City of Richmond Hill
  • Highway 7 (Y.R.7) and Bayview Connection Road in the City of Richmond Hill
  • Highway 7 (Y.R.7) and Laidlaw Boulevard/Conservation Avenue in the City of Markham
• Location B – AODA improvements and pavement marking installation at Bayview Avenue (Y.R.34) and Cassata Avenue in the City of Richmond Hill
• Location C – milling, paving and installation of permanent traffic signals, illumination, pavement markings and roadway signage at Bathurst Street (Y.R.38) and Milner Gate/Chabad Gate in the City of Vaughan

Bidders are advised that the Work will be performed during the 2026 construction season.

MANDATORY REQUIREMENTS: 

• OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT SYSTEM (OHSMS) CERTIFICATION PROGRAM: Any bids received from respondents who do not meet the OHSMS certification requirements, as stated in RFT Particulars (Appendix A), shall be rejected from further consideration.
• DEPOSIT:
  • Bid Bond (Digital Bond):  All bids shall be accompanied by a bid deposit in the amount of not less than 10% of the Subtotal Contract Amount generated on the Bidding Website in the Schedule of Prices (the “Bid Price”) in the form of a digital Bid Bond from a recognized guarantee or surety company acceptable to the Region and authorized by law to do business in the Province of Ontario. The form of Bid Bond acceptable to the Region is attached as Appendix E or substantially in the form issued by the Canadian Construction Documents Committee (CCDC220 Form) or the Surety Association of Canada.   • Undertaking to Bond (Digital Bond): Bidders shall submit a digital Undertaking to Bond. The Undertaking to Bond shall be in the form of a digital Undertaking to Bond from a recognized guarantee or surety company acceptable to the Region and authorized by law to do business in the province of Ontario. The form of Undertaking to Bond acceptable to the Region is attached as Appendix F or substantially in the form issued by the Surety Association of Canada, including digital Agreements to Bond or Consents of Surety.
