The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tender. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED.  Bids must be submitted and received by the Region not later than 1:00:00 p.m., local time as established by the Research Council of Canada. 

DESCRIPTION: The main objectives of this assignment are to:

  • Upgrade the capacity of the Sutton WRRF to support population growth from 7,500 persons to 13,500 persons
  • Upgrade the Sutton WRRF to increase capacity from 3.4 ML/day to 6.2 ML/day to accommodate future growth in the communities of Sutton and Jackson’s Point
  • Sequence studies, investigations, and construction activities to minimize disruptions to the plant’s overall operation
  • Ensure safe and reliable treatment of the Region’s wastewater from the Communities of Sutton, Jackson’s Point, as well as hauled septage the community
  • Ensure a wholistic design incorporating all structural, architectural, mechanical, electrical, instrumentation and control, systems integration, site civil design elements, as well as address any health & safety concerns at the facility
  • Complete the project on-time, within budget and minimize scope changes

MEETING:  A Non mandatory Bidders’ Meeting will be held on June 9, 2023 at Sutton Water Resource Recovery Facility (WRRF): 5741 Black River Road, Georgina, ON  L0E 1R0, commencing at 9 a.m. Personal Protective Equipment is required to be worn on site at all times. 

  • Attendance must be confirmed via email to joy.bello@york.ca no later than 1:00 pm on June 8, 2023 or access will be denied.
  • All bidders are encouraged to submit any questions to the Region using the ‘Submit a Question’ feature in the Bidding Website before and after the information meeting.

Each representative must complete the following online screening form http://york.ca/contractorscreening prior to the site visit. Visitors will be asked to show proof of your COVID-19 screening form and business identification to site staff in order to enter the site.

QUESTIONS:  Questions related to this RFP shall be submitted to the Region through the Bidding Website by clicking on the ‘Submit a Question’ button. The Region will respond to all formal questions as an addendum to form part of this RFP.
