The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tender. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED.  Bids must be submitted and received by the Region not later than 1:00:00 p.m., local time as established by the Research Council of Canada. 


BRIEF DESCRIPTION OF WORK – The 16th Avenue Sanitary Trunk Sewer is a 2,642 mm-internal diameter concrete pipe, which has been in service since 2003. The sewer was installed at depths ranging from 35m to 47m below ground surface using a tunnel boring machine (TBM) in a two-pass construction sequence, which comprises support steel ribs and wood lagging as initial, and unreinforced cast-in-place concrete as a final lining. Due to deterioration of the existing sewer pipe and ensuing high volume of groundwater infiltration at this location, the Region is undertaking the rehabilitation of the 16th Avenue Sanitary Trunk Sewer, from west of Mingay Avenue (MH1602) to Ninth Line (MH904). Phase 1 of the 16th Avenue Sanitary Tunk Sewer Rehabilitation Project was completed in October 2019 and rehabilitated 1.5 km of the existing sewer using a sprayed geopolymer lining system, from approximately 140m west of Williamson Road (MH1601) to Ninth Line (MH904).

The Region intends to issue a Request for Tender (RFT) for Phase 2 of the 16th Avenue Sanitary Tunk Sewer Rehabilitation Project to include, but not limited to, the following Proposed Work:
a)    Rehabilitation of approximately 1,526 m of 2,642 mm ID existing sewer, from approximately 100 m west of Mingay Avenue (MH1602) to approximately 140 m west of Williamson Road (MH1601);
b)    Rehabilitation of existing Maintenance Holes MH1601 and MH1602.

The Region anticipates undertaking the proposed works in the fall of 2021.

Respondent are advised that the Region has implemented the Certificate of Recognition (CORTM) safety program, endorsed by the Infrastructure Health and Safety Association (IHSA), as a requirement on Regional construction projects. Bidders must be registered for the CORTM Safety Program with the IHSA in order to submit a Bid in response to this tender, and/or to be considered for award of the Contract.

Any responses received from Respondent who have not registered for the CORTM Safety Program with the IHSA shall be rejected from further consideration.
