The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tender. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED.  Bids must be submitted and received by the Region not later than 1:00:00 p.m., local time as established by the Research Council of Canada.

BRIEF DESCRIPTION OF WORK – The Region is inviting Bids from qualified contractors to provide goods and services with respect to the Work.
The Work includes, but is not limited to, construction services for the Georgina Water Treatment Plant (WTP) Piping Modifications and Chemical Containment Rehabilitation Project:

• Membrane tank installation
• Membrane permeate-to-waste piping and valves
• Pressure Reducing Valve replacement
• Access platform modifications
• Chemical containment area rehabilitation

The following is a list of pre-qualified contractors that have been approved to bid on this Request for Tender (“RFT”) under Request for Pre-Qualification No. No. PQ-19-49:

• Baseline Constructors Inc.
• H2Ontario Inc.
• Kingdom Construction Limited
• Peak Engineering & Construction Ltd.

Bidders intending to submit a Bid must be one of the contractors pre-qualified under Request for Qualification No. No. PQ-19-49 as listed above.  Any Bids received from Bidders not listed above shall be rejected from further consideration.

Bidders are invited to attend a non mandatory ONE-TIME information meeting to be held tentatively on July 26, 2021 at 9 a.m. Eastern Time at Georgina Water Treatment Plant (27135 Kennedy Road, Georgina, ON L0E 1S0.   All prequalified contractors, including suppliers are invited to attend. The Project Team is only going to host one timeslot for all proponents based on the new Phase 3 requirements.

All Bids shall be accompanied by a bid deposit in the amount of $250,000.00 in the form of a digital Bid Bond from a recognized guarantee or surety company acceptable to the Region and authorized by law to do business in the Province of Ontario.

Bidders shall submit a digital Undertaking to Bond with their Bid. The Performance Bond in an amount equal to 100% of the Estimated Contract Price; and a Labour and Material Payment Bond in an amount equal to 50% of the Estimated Contract Price and in a form acceptable to the Region.

Bidders are advised that the Region has implemented the Certificate of Recognition (CORTM) safety program, endorsed by the Infrastructure Health and Safety Association (IHSA), as a requirement on Regional construction projects. Bidders must be registered for the CORTM Safety Program with the IHSA in order to submit a Bid in response to this RFT, and/or to be considered for award of the Contract.

Any Bids received from Bidders who have not registered for the CORTM Safety Program with the IHSA shall be rejected from further consideration.
